Keyword cannibalisation

Keyword cannibalisation occurs when multiple pages on the same site compete for the same search term and undermine each other's ranking.

Google chooses one page per query and the choice is not always your most important page. Solution: one main page per target keyword, with other pages linking internally to it using relevant anchor text. For sector-city combinations: each combination needs a unique intent so they do not cannibalise each other.
